Governors
Governors are persistent characters that provide bonuses to a village. They are tied to your lobby account and, once unlocked, can be used on any game world participating in the Season Pass.
Stars and Experience
To unlock a Governor, you need to obtain that Governor’s Stars as a Season Pass Reward. Once unlocked, the Governor may be assigned to a village.
Further Stars increase the Governor’s Maximum Level, which is set for your lobby account.
Aside from getting Stars in the Season Pass, you may also purchase Stars packages in the game’s shop.
You can check your current Stars progress in the Governor tooltip. It shows how many Stars you currently have and how many are required for the next unlock or Maximum Level.
The Governor must also earn Experience to level up on a specific game world. How Experience is gained depends on the Governor, but it is generally earned while the Governor is active and their abilities are in use. Unlike Stars, Experience is specific to the game world and is not shared through the lobby account.
The higher the Governor Level, the stronger their abilities.
You can use the same Governor on different game worlds at the same time. Their Experience and Governor Level are tracked separately on each game world, while their Maximum Level, based on Stars, is set for the owner’s lobby account and is the same on all game worlds.
A Governor cannot level up above their Maximum Level, even if they have earned enough Experience for a higher level.
For example, if the Maximum Level is 3 and the Governor has enough Experience for level 4, their Governor Level remains 3 until you obtain enough Stars to increase the Maximum Level to 4. If the Maximum Level is 5 but the Governor has enough Experience only for level 2, their Governor Level is 2 on that game world and increases when they gain enough Experience.
In short:
Stars: earned as Season Pass Rewards, permanent for the owner’s lobby account, and used to unlock a Governor and increase their Maximum Level.
Experience: earned on a game world and only affects the Governor on that game world. It starts from zero on each new game world.
Governor Level: increases by gaining Experience but cannot exceed the Maximum Level.
Once you have unlocked a Governor, you can activate them in one of your villages via the Main Building. Activation takes a set amount of time depending on the game world speed. On x1 game worlds, it takes 12 hours.
When the Governor is active, their abilities provide bonuses to the village. The bonuses depend on the Governor and their Level and may have additional requirements. For example, Cleopatra increases the village’s crop production.
You can recall a Governor from a village at any time and assign them to another village. Recalling is immediate, but activating the Governor again starts a new activation countdown. Moving a Governor does not affect their Experience or Level.
When a Governor is recalled, their abilities stop affecting the village, but effects that have already been applied are not reversed. For example, if Cleopatra is recalled, crop production returns to its normal level, but resources already produced are not removed.
Only one Governor can be active in a village. If you have multiple Governors, each can be active in a different village on the same avatar.
A Governor can only be active in one village per avatar. However, the same Governor can be used at the same time on multiple game worlds, with one village assigned to that Governor on each game world.
