Cleopatra is the first Governor introduced in Travian: Legends.
Her abilities increase the crop production of the village where she is active.
The strength of her bonus depends on:
Cleopatra’s level
whether the village has occupied oases
whether the village has a Hero’s Mansion with an unused oasis slot
Cleopatra can provide up to two crop production bonuses.
Depending on her level and the conditions in the village, she may provide:
one bonus
both bonuses
neither bonus
If both bonuses are active, they are added together.
Cleopatra increases crop production by 5% if the village has no occupied oases.
The bonus increases to 10%, with the same requirement.
Cleopatra provides:
15% increased crop production if the village has no occupied oases
an additional 25% if the village has a Hero’s Mansion with at least one unused oasis slot
Cleopatra provides:
20% if the village has no occupied oases
an additional 25% if the village has a Hero’s Mansion with at least one unused oasis slot
Cleopatra provides:
25% with no requirements
an additional 25% if the village has a Hero’s Mansion with at least one unused oasis slot

Both bonuses are active:
20% + 25% = 45% increased crop production.
The two bonuses can have different requirements.
For example, at level 3:
the first bonus requires the village to have no occupied oases
the second bonus requires a Hero’s Mansion with at least one unused oasis slot
If the village has an occupied oasis, the first bonus will not apply.
The second bonus can still apply if the Hero’s Mansion requirement is met.

but still not have an available oasis slot from its Hero’s Mansion
The second Cleopatra bonus specifically requires a Hero’s Mansion with at least one unused oasis slot.
Cleopatra’s crop production bonus works like bonuses from oases and buildings.
For example, a 25% bonus from Cleopatra has the same effect on crop production as a 25% crop oasis.
Cleopatra gains Experience from crop produced in the village where she is active.

Cleopatra Stars are used to unlock Cleopatra and increase her Maximum Level.

Her crop production bonus stops affecting the village.
Crop already produced while her bonus was active is not removed.
