Governors are persistent characters that provide bonuses to a village.
Once unlocked, a Governor is tied to your lobby account and can be used on participating game worlds.
Governors use two different progression systems:
Stars determine whether the Governor is unlocked and how high their Maximum Level can be.
Experience determines the Governor’s actual level on a specific game world.
Stars are used to:
unlock a Governor
increase that Governor’s Maximum Level
Stars are tied to your lobby account.
You can obtain Stars through the Season Pass, and Stars packages may also be available in the in-game shop.
You can check your current Stars progress in the Governor tooltip or in the Main Building in a village where you assigned the Governor
It shows:
how many Stars you currently have
how many Stars are required for the next unlock or Maximum Level

Experience is earned separately on each game world.
How a Governor gains Experience depends on the Governor, but it is generally earned while that Governor is active and their abilities are in use.
Experience is not shared between game worlds.
The Governor Level is the Governor’s current level on that game world.
The Maximum Level is the highest level that Governor is currently allowed to reach.
A Governor cannot level up beyond their Maximum Level, even if they have already earned enough Experience for the next level.
If your Governor has:
enough Experience for level 4
but a Maximum Level of 3
the Governor remains at level 3 until you obtain enough Stars to increase the Maximum Level.
On the other hand, if the Maximum Level is 5 but the Governor has only enough Experience for level 2, the Governor remains level 2 until more Experience is earned.
Governor Experience and Governor Level are tracked separately on each game world.
The same Governor can therefore be level 4 on one game world and level 2 on another.
Their Maximum Level, however, is tied to the lobby account and is the same across participating game worlds.
Once you have unlocked a Governor, you can activate them in one of your villages through the Main Building.
Activation takes time depending on the game world speed.
On an x1 game world, activation takes 12 hours.
Once active, the Governor provides their bonuses to the village.
The exact effect depends on the Governor, their Level, and any additional requirements.
For example, Cleopatra increases crop production.
Yes.
You can recall a Governor at any time and assign them to another village.
Recalling is immediate, but assigning the Governor again starts a new activation countdown.
Moving a Governor does not affect their Experience or Level.
The Governor’s active abilities stop affecting the village.
Effects that have already happened are not reversed.
For example, if Cleopatra is recalled:
the village’s crop production returns to normal
resources already produced while her bonus was active are not removed
Only one Governor can be active in a single village.
If you have several Governors, each can be active in a different village on the same avatar.
Yes.
The same Governor can be used at the same time on multiple game worlds.
On each game world, that Governor can only be active in one village per avatar.
