Teutobod is the second Governor introduced in Travian: Legends.
While Cleopatra focuses on crop production, Teutobod is built for offense and raiding.
When active in a village, his abilities can:
increase troop Carry Capacity
reduce troop Crop Consumption
increase the maximum upgrade level of units beyond the normal Smithy limit
His bonuses apply to the village where he is active, making the choice of where to assign him an important part of your offensive strategy.
For example, you could assign Cleopatra to your main village and Teutobod to another village where you train and manage your main army.
Teutobod’s bonuses become stronger as his Ingame Level increases.

Starting at Ingame Level 3, Teutobod increases the maximum unit upgrade level.
Normally, a level 20 Smithy allows units to be upgraded to level 20.
With Teutobod:
Ingame Level 3: +1 Max Unit Level
Ingame Level 4: +1 Max Unit Level
Ingame Level 5: +2 Max Unit Levels
For example, with a level 20 Smithy and Teutobod at Ingame Level 5, units can be upgraded to level 22.
Teutobod’s effects are tied to the village where he is active.
If you want his bonuses to support an offensive village, assign him to the village where you train and manage that army.
You can have different Governors active in different villages on the same avatar. Only one Governor can be active in each village.
Teutobod has two types of progression.
The Maximum Level is tied to your lobby account.
It determines how high Teutobod is allowed to level and is increased by collecting Teutobod Stars.
Once increased, the Maximum Level applies across participating game worlds.
The Ingame Level is developed separately on each game world.
It determines the strength of Teutobod’s abilities on that game world.
This means that Teutobod can have a different Ingame Level on different game worlds.
Teutobod progresses through troop training.
While Teutobod is active, complete troop training in the governed village’s:
Barracks
Stable
The amount of progress gained is based on the Crop Consumption of the completed troops.
In other words, the more crop the trained troops consume, the more progress Teutobod gains.

Only troops whose training is completed while Teutobod is active in the governed village count toward this progression.
You do not lose his Ingame Level or progression.
His progression belongs to that game world, not to the individual village.
Once Teutobod becomes active in the new village, his abilities apply there instead.

Teutobod Stars are used to unlock Teutobod and increase his Maximum Level.
You can check your current Stars progress in the Governor tooltip.
It shows:
how many Teutobod Stars you currently have
how many Stars are required for the next unlock or Maximum Level
Check the following:
Is Teutobod active in the village where the troops are being trained?
Are the troops being trained in that village’s Barracks or Stable?
Has their training finished?
Have the completed troops contributed enough Crop Consumption toward the next level?
Is Teutobod’s Maximum Level high enough for the next Ingame Level?
If his Maximum Level is lower than the next Ingame Level, you need more Teutobod Stars before he can progress further.
The Max Unit Level bonus only becomes available at Ingame Level 3.
It provides:
+1 at Ingame Level 3
+1 at Ingame Level 4
+2 at Ingame Level 5
At Ingame Levels 1 and 2, this ability is not active.
